O objetivo \u00e9 reduzir complexidade e trazer mais neutralidade para empresas, especialmente no setor farmac\u00eautico.\n<h2>O que a Lei Complementar n\u00ba 214\/2025 estabelece sobre o IBS<\/h2>\nA lei cria formalmente o imposto e define sua natureza jur\u00eddica. O Art. 1\u00ba institui o tributo e determina sua compet\u00eancia conjunta entre Estados e Munic\u00edpios.\n<blockquote>\u201cArt. 1\u00ba Ficam institu\u00eddos:\nI &#8211; o Imposto sobre Bens e Servi\u00e7os (IBS), de compet\u00eancia compartilhada entre Estados, Munic\u00edpios e Distrito Federal, de que trata o art. 156-A da Constitui\u00e7\u00e3o Federal.\u201d<\/blockquote>\n<h2>O que significa compet\u00eancia compartilhada<\/h2>\nAntes da reforma, Estados cobravam ICMS e Munic\u00edpios cobravam ISS. Cada ente aplicava suas pr\u00f3prias regras, o que gerava conflitos e disputas.\n\nCom o <strong>IBS<\/strong>, os dois passam a arrecadar um \u00fanico imposto de forma integrada. A cobran\u00e7a ser\u00e1 unificada e a base de c\u00e1lculo ser\u00e1 nacional.
